How to lock down or protect windows 10 profile in public pc? Any SteadyState possibility for windows 10? Any timefreeze software is not good solution. Please help!

Once an user login system, he has right to customize current user profile, if current has admin permission, he can control computer and influence other user profiles, it’s by design.
For public library computer, I suggest to set up a kiosk mode on it, user can only run specific apps, can’t influence system core components and user profiles.
Look at this article to enable this mode.
