I have just bought my Dell Inspiron and the autoupdate function will not download the Windows 10 Version 1511 for x64-based Systems (KB4480730). Is there a manual way to download this update?

To be exact about this,
The results for your KB search - Negative, there is no update listed in the Catalog by KB4480730, but please read on.
Here is the Home page of Microsoft Catalog to search for downloadable KB's

To use the Catalog, insert the entire KB number including the letters. Click search. A list may appear. Choose the one that matches what you need, especially any system version, date, etc. If your update is listed, click the download button at the right.
If nothing appears on a search, it is not in the Catalog, See below for why it is missing.
Sometimes the list, depending on your search keywords, shows many different updates with different KB numbers. Use CTRL+F to find the one that refers to your KB number.
Font/text is small on this page, so take notice that many results have several pages to them.
Here is why you need to ensure you choose the right KB download in any list at the Catalog
I was looking for KB3172729, it gave a page with 10 results for the same KB number. One of items in the list was listed as "Security Update for Windows 10", and another listed as "Security update for windows 10 version 1511 for x64".
Which update was the correct one? They are both Windows 10. It was the second one because that is exactly what Windows 10 listed as the required update.

Are you actually looking for Windows 10 version 1703? because that is what KB4480730 seems to apply to, which leads me to think that maybe Microsoft screwed up. What this may mean is that KB4480730 was removed and resolved in another Windows version or something like that. ~ best to research this.

Hi,
"KB4480730" is Reliability improvement to Windows 10 update components which Applies to: Windows 10, version 1511.
Please check version of your Windows 10:
(1) Right-click on [Start] > [Run]
(2) input "winver" and [Enter], and you will see version number (yymm).
If it is 1511, please upgrade to 1709 or later, because 1511 has come to end-of-support.

Why not upgrade Windows 1511 to a newer version of Windows?
Any version of Windows can be installed on the computer using the applicable Windows iso.
Most often there are automatic upgrades
Failure to upgrade can be troubleshooted.
Given that it is a new purchase you may be able to perform a clean install with Windows 1809.
Windows 1903 is expected to be released sometime in March 2019
