I can add the Date Created column to the File Explorer and drag it to the left of the Date Modified column. However, it does appear in all of the folders that I open. Is it possible to make it appear in any folders that I open?

Once you have the view you want, including Date Modified column, click on View on the Menu Bar, then "Options" (on the Ribbon), then "Change folder and search options". On the dialog that opens, click on the View tab and click on "Apply to folders" under Folder views.

This does not make sense. It only produces 'Date Modified' not 'Date created' for me.

It only produces 'Date Modified' not 'Date created' for me.
Right click anywhere on the column header and select "Date created."
