The Brightness of my Laptop Keeps DECREASING to Zero every time I try to INCREASE it While Plugged In

I have a Sony Vaio. One of my laptops screens started getting lines because one of the hinges is broker (i dropped it a lot) so I could not handle seeing the lines and using it. So now i'm using my sisters Sony Vaio laptop that hasn't been used in years, it had windows 7 and i upgraded it to windows 10 recently. Now i'm having problems with the screen brightness. The brightness loves to be at zero/10 at all times. Every time i try to turn it up, it keeps going back to zero/10, its so hard to use the laptop while it does this. It sometimes stays for a couple of minutes but would go back to zero and as soon as i turn it up, almost automatically or a couple of seconds later it goes down again.

I tried everything i could, since it seemed like a good amount of people had this problem. But my laptop is PLUGGED in, the battery is not great so I have to use it while plugged in. Most of the problems i saw online were aimed towards problems when the laptop is on battery. I tried disabling the adaptive brightness, as well as going to Intel graphics and Media Control Panel and going to the power setting to disable the Power Saving Technology according to forum posts I read, but they were for when the laptop is running on battery only, but still i tried to no avail. 

This is soooooo annoying that it gets me angry, i have no idea what else to do. If you need any more information in order to be able to help this laptop please ask. PLEASE PLEASE PLEASE HELP ME, it was not like this brfore i upgraded my laptop to windows 10 but the laptop was so slow that I had to update it.

Do you find the same when it passes through the BIOS display? If you get the same low brightness then it is a hardware issue.I shall suggest you to check the display using an external display like a monitor. If you still find the same then it is a hardware issue.

I'm going to try using an external monitor and see if adjusting the brightness will work on there. BUT I have noticed a dimmed display when the computer is starting up if that is what you are asking. Maybe i was not paying attention but I have not had to adjust the brightness when the laptop is booting.

It is still doing it, if there is anything else I can do let me know please.

Related Power settings are Sleep and Screen saving but a way to counter both is to use the Mobility Center Presenting mode.  Perhaps it will help you avoid your problem too.  Mobility Center is  Win-x b.  The toggle for Presenting is Alt-u (apparently) and the request for Presentation Settings is Alt-P.  If you don't see Mobility Center you may have the Presentation Settings dialog anyway.  Try  Run...  PresentationSettings.exe

I usually try having the windows mobility center open so i don't have to press FN+Brightness to adjust it every 10 seconds. But it does not fix the problem, I do not know what else to do. Is there a way to uninstall a driver for the display and reinstall it or something. That usually fixes things for sound and other problems.

@S.Sengupta - I tried to pay attention to the display during boot up, but the screen is either already dimmed or it doesn't last long enough for me to see the changes in brightness. And when attempting it on external monitor, the monitor's brightness does not change. What i adjust on the laptop does not affect the monitor at all.
