Hi,
Our Domain GPO for Interactive Logon: Prompt user to change password before expiration is set to 15 days. We are getting reports from all users indicating that they are not getting the notification pop up "Consider changing your password", but are seeing an icon for a set of keys in the tray.
Is there another GPO that would block the pop up?
We are on 1909 build of Windows 10 with Policy Store updated on the DC

Thanks for sharing here!
Based on my understanding , you set the nteractive logon: Prompt user to change password before expiration ,configure the value to 15 days.
And the policy was applied but does't work,right?
Just for confirmation , you did't set the password never expire,right?
I would suggest you check gpo result again by run the command: GPRESULT /H REPORT.HTML
Then ,make sure the replication between the DCs are good.
As a possible reason,check if the fast logon optimization turned on (http://technet.microsoft.com/en-us/library/cc780527(WS.10).aspx) ? If so, try to disable it.

hi Fan,
None of the users have the password set to never expire. The passwords expire and users change them after the fact because popup notification isn't showing
no replication issues

For the password expiration notification policy , i would recommend you enable the gpsvc dubug for more information .

I don't think there is a option responsible for showing expiring password notifications.
Or a tool can be considered to achieve this.

If I turn off Cisco AnyConnect notifications nothing pops up when connection gets established.
If i turn on Cisco AnyConnect notifications the pop up shown bellow comes up when I get connected.
There has to be a switch responsible for the password notification
