BitLocker according to Control Panel is off
The C drive Icon has the padlock icon and yellow ! icon
Disk Management states the drive is "Bitlocker Encrypted"

I am attempting to clone the drive has a backup but Acronis fails because it says the drive is BitLocker encrypted
I need to turn BitLocker OFF but there is no option in the control panel
I cannot locate any third party sodtware, this is a Dell Latt 7480
Windows 10 64Bit PRO 1703

Try to hover over the mouse and see maybe it gives you a pop up information on it.
Check the error code recorded in the Event Viewer(Windows Logs\Applications, System).
we could run command “manage-bde -off C:” as administrator to turn off bit lock on C drive.
I noticed you want to clone the drive. Clone is not an official measure which would cause system corruption. I recommend you to transfer data with USMT instead of clone.

If a drive is encrypted, but encryption is suspended, we will see a "!" icon. Please verify using the command
manage-bde -status c:

Acronis True image should be able to image BL encrypted drives when they are suspended, so that would indicate it is not suspended and that's why I ask you to confirm the state using that command.

So I have the exact same issue and when I use the manage-bde -status C: command I get
Conversion Status: Used Space Only Encrypted
Percentage Encrypted: 100.0%
Encryption Method: AES 128
Protection Status: Protection Off
Lock Status: Unlocked
Identification Field: Unknown
Key Protectors: None Found
I'm having no luck with it. Everytime I'm outside the OS it says your C drive has a bitlocker encrypted and when I'm in control panel I have see the same image posted. Any ideas? I didn't see a real answer to this question yet.

Ricky, you have no protectors set ("Key Protectors: None Found"). Add a TPM protector, if possible and afterwards see if you can suspend bitlocker and then use your backup program.
