On my laptop I am told that virus protection is off. So I open up Windows Security and go to Virus and Threat Protection. There it says that "Threat Service has stopped. Restart it now." So I hit the Restart Now button and it shows that the service is restarting. But after awhile I get the message that it has failed and I should try again later. But I can never get it to restart. What is my problem and how do I fix it ?

Hello,
Do you any third-party AV installed? If yes, uninstall it.
Also make sure these services are Running in Services snap-in (run services.msc command to access it) and have their corresponding Startup type set:
Windows Defender Advanced Threat Protection Service: Manual
Windows Defender Antivirus Network Inspection Service: Manual
Windows Defender Antivirus Service: Manual
Windows Defender Firewall Service: Automatic

Hello,
Do you any third-party AV installed? If yes, uninstall it.
Also make sure these services are Running in Services snap-in (run services.msc command to access it) and have their corresponding Startup type set:

Windows Defender Antivirus Network Inspection Service: Manual
Windows Defender Antivirus Service: Manual
Windows Defender Firewall Service: Automatic

I have no 3rd party AVR installed. The "Windows Defender Antivirus Service" is set to Automatic and I am not being allowed to change it. The others are set to the values you specified. I do not log in to the system as the Administrator. Am I supposed to be doing that ? Unfortunately I do not know the password for the Admin account.

The failing message when I try to start the service is:
"Error 0x80070005: Access is denied."
Does that error number mean anything ?

No matter what I have tried, nothing fixes the problem I am seeing that I can not start the virus and protection service.

Even after creating a new user account with Admin priveleges, and logging into that account, the same problem persists.

Hi,
Please run sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth command to check if any corrupted system files.
Also, we can perform a clean boot then check the issue:

If the issue still persists, please run in-place upgrade to repair the windows.
