When bringing up certain emails I get an image icon with an X. Right clicking gives me the option to copy or save as picture. When doing so I get an error so that's not working. The image displays fine on 365 webmail. I have tried the following:
*reset all IE settings
*unchecked option in trust settings to don't download pictures automatically
*added sender to safe senders list
*unchecked the option to show picture placeholder
*created new profile
*checked outlooksecuretempfolder in registry
doing all of the above did not fix my issue. Any other advice? Thanks in advance!

Hi,
I had the same issue.
Just follow below instructions:
On the File tab, choose Options > Trust Center.
Under Microsoft Outlook Trust Center, click Trust Center Settings.
Clear the Don't download pictures automatically in HTML e-mail messages or RSS items check box.

Hi,
I have done all the steps to view images/pictures in my email (outlook16) then too am unable to fix it and failed to resolve it.
please suggest me if anything to be changed in layout setting at email outlook16 (All the setting are corrected as mentioned in the below but it didn't work for me)

Found another solution for those still struggling with this. Like Prakruthi I'd tried all of the above without any success. The fix ended up being in group policy.
Browse to Windows Components\Internet Explorer\Internet Control Panel\Advanced Page\ in Group Policy Editor and set Do Not Save Encrypted Pages To Disk to disabled, even if it's not enabled in the first place.

That's a terrible idea, and doesn't resolve the issue anyway.
In Outlook, the "Don't download automatically" is a default setting, and it's there for a good reason: infected pictures in e-mails can instantly mess up your PC. You NEVER want your pictures to just automatically display from random senders in an e-mail. Trusted or previously-approved senders are fine.
The issue I'm having in Outlook is that REGARDLESS of that setting (even if disabled so pictures supposedly download automatically) pictures still show the red x, on every single e-mail, from every single sender including those for whom I've previously selected to trust the sender and automatically download. This happens even if the user selects to download the pictures from the Information Bar.

This method worked for me also, however I needed to reboot the PC after step 8 and view a new message with pictures to see it displayed. Looking at the previously downloaded emails with pictures and pictures were not displayed until after the reboot and fresh messages came in.
