Is there a place I can download VSSetupUtility.exe?
My Visual Studio installer is balking, saying it can't find this file. It
does not exist on my computer anywhere and the installer keeps saying it
can't find it. I try hitting the "Download packages from the internet"
option and have tried it a handful of times but keep getting back to the "A
Setup package is either missing or damaged." If I can just get this file, I
think I'll be able to install.
Obviously this is a problem for many folks out there and I can't understand why this hasn't been fixed.
Please help.

Welcome to MSDN forum.
Using a web installer to install visual studio community 2015, if the network is not stable and some other elements like Anti-Virus or Anti-Spyware software, this may lead to failure of installation.
I recommend you could download the ISO file of visual studio community 2015 and see if the same issue happens or not?
To verify the integrity of the ISO file, please use the FCIV.exe tool to check the SHA1 value of the ISO, the expected value comes from here: https://www.visualstudio.com/en-us/downloads/visual-studio-2015-iso-sha1-vs.aspx, any discrepancy means the ISO is corrupted.
Meanwhile, please make sure you already followed the installation tips as below:
1. Windows update already up-to-date
2. Disable any anti-virus
3. Clean up the %temp% folder
4. Run the installer as administrator
If the issue still persists, I need your help to the VS installation log. Please use http://aka.ms/vscollect to gather the installation logs. After using it, you will find vslogs.zip under %temp% folder. Please upload the file to https://onedrive.live.com/ and share the link here.
