This message pops up whenever I'm trying to do a first time set up on steam my computer seems unable to download the newest version of Visual C++. The message states exactly "The feature you are trying to use is on a network resource that is unavailable. Click OK to try again, or enter an alternate path to a folder containing the instillation package 'vc_runtimeMinimum_x64.msi' in the box below. I'm running on windows 10 not sure what to do next please help.

Welcome to MSDN forum.
Have you tried repairing your System files? You can run the SFC.exe to repair missing or corrupted files and download the latest version of Microsoft Visual C++ Redistributable from here.
If it persists, please tell me if you have the older version of Visual C++ installed on your computer, if so, please go to Control Panel > Programs and Features > uninstall all the Visual C++ Redistributable items. Then, use the troubleshooter to install the latest version of Visual C++ Redistributable. Before installation, please check for update and ensure that your Windows Update is up-to-date.
If it doesn’t work, please help us collect more installation logs. You can download and run this collect.exe tool, go to %temp% folder and find the vslogs.zip file, upload it to https://onedrive.live.com/ and share the link in here. Thanks for your understanding.
