Hi,
I am assigned to our PAYG subscription as 'User Access Administrator', 'Owner' and 'Contributor'.
I am attempting to create a new VM. On Basic step of creation, I am asked to create new Resource Group (we do not have any existing groups yet). Whatever I type as the name of the resource group I am getting "You do not have permission to create resource groups under subscription Pay-As-You-Go."
My questions are:
1. Who can create Resource Groups?
2. What permissions I need to get right to create Resource Groups myself?
3. Are there any materials online regarding assigning the right permissions?

Hi Georgi,
Thank you for posting here! We are happy to assist you.
The reason you're getting this error may be because the Subscription Administrator has put you in Contributor role on a particular resource group. They have not granted you any permission on resource provider. In order for you to register the subscription with this resource, you would need Write permission on resource provider.
You can either ask your Subscription Administrator to give you appropriate permissions or they can register the subscription with that resource provider.
In Pay-as- you go we can create resource group.

We solved the problem by adding the account to the resource group Access Control (IAM).

I was able to create a resource group without asking my admin to elevate my permission. If all you need is to explore on free services in Azure, you will have to signup for the "Free-tier" subscription and Azure will not ask for credit card. I had this problem before where it's hard for me to register for the free-tier since I do not have a credit card. Upon reading tons of documentation I realize that the purpose why Azure let you provide credit card info is to make sure you are not a bot. With signing up for new free-tier subscription while your admin assigned the pay-as-you-go, Azure already trusted that you are real :) At least that's my work around.
