Hi,

Here is an article introduces about this scenario: Exchange can't disable this mailbox because it is placed on hold

ComplianceTagHoldApplied - this comes from Security and Compliance Center, and as its name suggests, it is originating from a Compliance Tag; if this parameter is set to True and the admin wishes to disable a mailbox, it will not be possible; the value of the attribute cannot be changed by the administrator in any way; contact support for this matter. This will require an approval email which includes:

- The ExchangeGuid, DistinguishedName, Guid and UserprincipalName of the user you want the ComplianceTagHold to be removed from.

- Acknowledge in the email that removing the ComplianceTagHold from the mailbox may result in the permanent deletion of the data protected by the hold in that mailbox.

For more informatiom about the official document provides: Identifying mailboxes on hold because a retention label has been applied to a folder or item
