where I can download the ipoverusb.exe file

Thank you for posting in MSDN forum!

Do you mean you want to install ipoverusb.exe, am I right?

To my knowledge, the Windows Phone IP over USB Transport (IpOverUsbSvc) service has a process named ipoverusbsvc.exe, is a part of Windows operating system. Please navigate to “C:\Program Files (x86)\Common Files\microsoft shared\Phone Tools\CoreCon\11.0\bin” check if the ipoverusbsvc.exe exist or not.

If not, please download Windows SDK 10 ISO from link:https://developer.microsoft.com/en-us/windows/downloads/windows-10-sdk. Then open the installers folder -> double click on the file “Windows IP Over USB-x86_en-us.msi” -> follow the prompts to install -> run “Service” window to check if the IpOverUsbSvc running.

Here below I have shown you the **installer and services **with its screenshot:

If the issue still persists, please open a windows powershell prompt and type "Get-Service -Name *USB*", if the powershell command had no results, run the regedit.exe, go to “HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\IpOverUsbSvc”, restarted, debugging once again works.
