MS Access database engine install fails neither 32-bit or 64-bit

Greetings - I need to install MS Access Database Engine 2016 on a Win10 64-bit OS but I am currently running 32-bit Office 365. Somewhere in the past I had 64-bit Office 2013 which is (mostly) removed. Mostly in that a folder sits in the ProgramFiles\MSOffice\15 with 2 files. There must be more though as neither the x64 or x32 versions of the MS Access Database Engine will install. I get the very circular argument that one can't be installed due to having the x32 or x64 office installed depending on which version of the engine I try to install. I did the /passive on the install and get the same errors. 

Any thoughts to try? Not sure how to completely kill of the old/non-existent x64 Office.

By this, do you mean you received the error message similar to what is mentioned in the article below?

Generally, it is not supported to mix 64-bit and 32-bit versions of Office and will have to choose one or the other. According to your thread, I am assuming that the error might be caused by the remnants of the previous 64-bit Office 2013. You may try referring to the article below for the instructions about how to completely uninstall Office 2013, then try reinstalling Access database engine 32-bit to check the result:
