Provisioning Package fails with error 0x800700b7

I configured a ppg using ICD for Windows 10. I was trying to install the package on first boot and the country selection screen. Everything seemed to be going fine and then I got the error above. What info do I need to provide in order to figure this out?

Hi,
If you have added the provisioning package, don’t forget to delete it after you launch it or change the version number.
Otherwise you won’t be able to run it again. Then you receive the Provisioning failure with the error code: 0x800700b7.

In addition, you can check for failure of the settings in your package in the "Provisioning-Diagnostics-Provider" Admin log in Event Viewer.
