When I move a program (any program) to the right side of the screen, my mouse doesn't work. The area of the screen affected is precisely the area that is covered by the notification window when it is open. When I say "doesn't work", I mean that I can't grab the title bar of the app and drag it, I can't activate the minimize, maximize or close buttons, and toolbars and buttons in the affected area don't receive mouse clicks. I don't know if it makes a difference or not, but I have a UHD monitor.
Rebooting didn't help. Any other suggestions?

Do you experience the same in Safe mode or Clean Boot mode?
Check this first.
If that works then create a new user account and check.
You may check the mouse itself by putting it on a different system. If there it fails then it's a faulty mouse.

I rebooted again, but didn't catch the reboot options menu in time. However, some development software I was in the process of installing (Intel Parallel Studio) finished. Now everything works again. This is probably a submission for the Journal of Irreproducible Results.

I started having the same issue on two different Windows 10 PC's about a month ago. Something's definitely up.
