I'd integrate service pack, then do the in-place upgrade.

Hi,
Please take a look and make sure 'Server' and 'Computer Browser' services have started.
In addition,**Microsoft is ending support for the Windows Server 2003 operating system on July 14, 2015.**If you are still running Windows Server 2003 in your datacenter, you need to take steps now to plan and execute a migration strategy to protect your infrastructure. By migrating to Windows Server 2012 R2, Microsoft Azure or Office 365, you can achieve concrete benefits, including improved performance, reduced maintenance requirements, and increased agility and speed of response to the business.

Hi Dave,
Thanks for your reply.
But this article is not applicable for my issue as I am already aware of this article.
This article is not applicable because other mentioned services are in start state on server.
Also Browser.dll is also having latest updated version on the server.
So suggest if any alternate solution is available for this error.
Thanks, Sandip More

Hi,
Have you considered to upgrade your server from 2003 to 2008 or 2012?
