Can anyone tell me exactly what the "Connected Device Platform Service" is and what it does, exactly. I know it is the "This service is used for Connected Devices and Universal Glass scenarios." However, that really doesn't tell me much of anything. I have searched online but haven't been able to pin point this. Any help would be great.

It is associated with Bluetooth, or Printers & Scanners as well as music players, storage devices, mobile phones, cameras, and many other types of connected devices.

I can tell you that I have a win 10 system that has scanner problems - DevMgr stops identifying the device as an imaging device - and that the same system has an error with its CDPUserSvc_[UID].
It appears that the CDPUserSvc dll is upgraded as part of the Windows 10 1709 patch & a subsequent patch. I say this because my problem machine has a Nov 2016 version of the dll & another v1709 system has a Feb 2018 version of the file.
Hopefully, installing 1709 will resolve my issue. Also, hopefully this helps shed some light on what the Connected Devices Platform Service does.

Some early sleuthing here: https://www.tenforums.com/general-support/58863-connected-devices-platform-service-what-does-do.html
Which eventually led me to some actual (fairly recent) Microsoft documentation: /en-us/windows/project-rome/devicerelay/how-to-guide-for-android, /en-us/windows/project-rome/devicerelay/how-to-guide-for-android#preliminary-setup-for-the-connected-devices-platform-and-notifications
