Is there a way to create a BAT file or similar to give to my users that doesn't trip the SmartScreen?

You can try a command in the script that disable SmartScreen before call the proccess that it appear. Have many scenarios of SmartScreen in this link, you can try apply anyone this: https://www.softwareok.com/?seite=faq-Windows-Console&faq=35
But what do you want run exactly?

Hi,
Please see the official description about smart screen:
SmartScreen Filter helps you identify reported phishing and malware websites and also helps you make informed decisions about downloads. (Source: SmartScreen Filter: FAQ)
So as my understanding, it would not block your user to run bat file on local or shared location, also it will not block mapped driver.
