Multiple Win10 machines stuck downloading updates, "hit a transient error"

I have a small domain with multiple Win10 Enterprise machines and one Win10 Pro machine. WSUS is running on the single domain controller and distributes most updates, but I've set group policy to tell the clients to get Windows Defender updates first from Microsoft, then from WSUS.

All Win10 machines get into a state where they stop downloading updates. Sometimes the UI shows one or more updates "Pending download"; other times it shows failure. This becomes evident first when Windows Defender gets out of date.

If I restart the Win10 machine, updates complete immediately, but they soon get stuck again.

I've run the Windows Update Troubleshooter as well as manually resetting the Windows Update store. It doesn't solve it.

Win7 machines on the network have no update issues.

The common I'll post some sections from the extracted Windows Update log. The common issue, whether pulling from Microsoft or WSUS, seems to be the "transient errors" when downloading.

I managed to get it work by setting Administrative Templates (Computers) > Windows Components > Delivery Optimization > Delivery Optimization > Download Mode to Bypass(100) but i'm loosing Optimisation Delivery on my 1809 clients.

Here are the Windows Update log excerpts. After determining which updates are available, it first tries to download from a Microsoft server. Note that I can manually download the update from the specified URL using Internet Explorer.

Regarding to your question, this might have something to do with permission on the WSUS folder. You can test http access to the Content virtual directory in IIS (Right-click -> Manage Virtual Directory -> Browse) to see if you have any error.

As mentioned, this is not just a WSUS issue. It also happens when trying to download directly from Microsoft. What is the appropriate forum for Windows Update issues?

Did you find a way to download updates ? I have the same symptoms on a fresh 1809 installation.

Wsus is working with my other Windows 10 Build.

Still working on this. It fixed itself for a few days, then went back to the transient errors. I have a ticket open with Microsoft support.

Interesting ... I haven't been controlling that by policy ... will turn it off on one machine and see what happens. I've been getting the errors even with local WSUS, so LAN optimization isn't needed.

I thought I was testing the Download Mode fix suggested by LettuceCat9 on one machine back in December, but I can't recall the results. However, five days ago, I set it as a policy for all Windows 10 devices and it does in fact seem to work around the issue. Basically it is saying "Don't use Delivery Optimization (DO); use BITS instead." For some reason, DO was not working in this environment. Seems of minimal benefit anyway when you are using WSUS--the purpose of DO, as I understand it, is to reduce Internet bandwidth by downloading from peers when possible.

@LettuceCat9, out of curiosity, what brand of switches are you using in the environment where you had this issue? I'm wondering if this could be an issue with Ubiquiti UniFi equipment. Then again, this is the only WSUS environment where I have Win10 machines at the moment...

We are using Cisco for our network and everything is wired, no wifi.

Great thanks. That confirms that the Delivery Optimization issue is probably not related to network hardware or configuration.
