Hi,
Did you mean you cannot open Excel application?
Did this problem appear in all Excel files or a specific file?
Where did you get this error message?
Not sure if this problem is related to Office application or Windows System permission.
Please right click Excel application and select Run as an administrator.
You can also try to restart IIS in Windows and check if this will help you.
I also suggest you try to re-download the Office and re-install it.
Please try these methods and let me know the result, I'm glad to help you.
Regards,
Emi

I already do your proposals without success !
i also build a new local administrator account.
I start Excel and Excel start for the first time and ask me if I want to download the latest updates for Office.
I click on accept.
Excel is running normally.
And I close Excel, and try to open it, Excel doesn't start !
(Excel run only with the local "Administrator" account)
And again, I have this message :
"Application SID does not match Conductor SID"
What does it mean ?
