Question

I truly hope I can get some help on this. I have an Azure Active Directory. It was created with our Office 365 subscription. It has all of our users in the Azure AD and this would be great to use. I have added a paid subscription to the service so that I could create an Azure VM. My plan was to create an Azure VM and then integrate the VM with the Azure AD. Therefore, I could use the users from the Azure AD on my VM. I tried this based on the article.
When I attempt to do this I receive an error that an Active Directory Domain controller could not be found. The article says verify that the VM is in the same network(VNET) as the Azure Active Directory services. I have spent a few days and do not see anything or any tool that would let me determine what network the Azure AD is running on. Hopefully someone can help with this.
In summary I am trying to sync users from the Azure AD onto the Azure VM.

Hello,
To join an Azure VM to Azure AD Domain, you need enable Azure AD Domain Service first. Please following the steps below.
Task1: Create the 'AAD DC Administrators' group
Task2: Create or select a virtual network for Azure AD Domain Services
Task3: Enable Azure AD Domain Services
Task4: Update DNS settings for the Azure virtual network
Task5: Enable password synchronization to AAD Domain Services for a cloud-only Azure AD tenant
After completing the tasks above, you can a VM to the domain by referring to the following link.

I'm struggling to get thru the 1st option by enabling AD domain Services! it hangs creating the virtual network.
Is this actually possible on the free AzureAD, included in 365? or do I need to upgrade to a paid, Basic subscription?
