Is it possible to connect to a remote DHCP server using some dhcpmgmt.msc parameters in CMD?

Thanks for posting here.
Like Ace mentioned that if you want remotely connect to a DHCP server via MSC files, then you have to customize a MMC with DHCP snap-in first and assign address or host name of remote DHCP server ,save it to a MSC file.
After that you could perform “mmc path \ filename.msc” to establish it.

Yes. You can do one of two things:
- Open the default DHCP console, right click "DHCP" at the top of the left nav pane, choose Add Server, then type in the IP, name or browse for one.
- Create a custom MMC and add DHCP, then specify the IP or name of the DHCP server.
