Hello Community,
It used to be the typical shortcut key to pop-up the contextual menu (similar to right-click on mouse).
After latest updates, it stopped working.
New formated notebook with W10Ent (1803) doesn't work either.
Windows 10 Pro also affected.
Any hint is much appreciated.

Hi,
Windows 10 has that key combination built-in. Though applications do have their own keyboard shortcuts, which could be hijacking that combo, another possibility is that an additional key, e.g. Fn, needs to be pressed. This "multimedia feature" can be enabled or disabled.

If that does not resolve the issue, you may have to uninstall recently added programs, one at a time, until you find the culprit, or use System Restore to get the feature back.

Please make sure any other program is not using this Key.
In my case it was SnagIt, it was using shift+F10 for video capture stop function. I changed it to other key combination and now shift+F10 is working as expected.
