Install RSAT on Windows 1809 or later offline with no WSUS

All,

Thank you for all the help I have gotten in the past.
I've come across something basic that has me stumped.
I have a network that is offline (no internet connectivity AT ALL).
It is a very basic AD setup.
I do not even have a WSUS, so patching is a VERY manual process.
My Windows 10 Systems are both 1809 and 2004 ENTERPRISE builds.

However, my issue is trying to install RSAT, but certain options will not install.
Since my systems are both 1809 and 2004 builds,
I know that I cannot use the RSAT download (that is for 1803 and below).

I attempted to use 'Programs and Features' and installed "Active Directory Lightweight Directory Services"
This only installed a handful of the options and DID NOT INCLUDE ADUC.

I then went to 'System', 'Apps', and 'Optional Features'
I saw ADUC listed and tried to install it and it gave an error code 0x8024402c

I've read online that to install all the FoD (Feature on Demand) I will either need to be online or have it pulled from the WSUS.
Since I do not have a WSUS and I am offline, what are my options?

Is there another option that I'm missing?

You need to download the "Feature on Demand" DVD1 from VisualStudio / VLSC and perform an offline installation.

Hi,

To install RSAT on windows 10, kindly check the prerequisites:

  • Remote Server Administration Tools for Windows 10 can be installed ONLY on computers that are running the full release of Windows 10 Professional, Windows 10 Enterprise, or Windows 10 Education.
  • Remote Server Administration Tools cannot be installed on Windows RT, computers with an Advanced RISC Machine (ARM) architecture, or other system-on-chip devices.

 

Besides, please note that:

1. To install specific RSAT tools on Windows 10 October 2018 Update or later

RSAT is included as a set of "Features on Demand" right from Windows 10. Do not download an RSAT package from web page. Instead, just go to "Manage optional features" in Settings and click "Add a feature" to see the list of available RSAT tools.

 

2. To install RSAT for Windows 10 (prior to the October 2018 Update)

Download the Remote Server Administration Tools for Windows 10 package from below link that is appropriate for your computer's architecture and manually install it: https://www.microsoft.com/en-us/download/details.aspx?id=45520

All,

I have found that if your systems is offline (like mine).
You have no WSUS (like me).
And no access to the VisualStudio / VLSC...

YOU ARE SOL! NO RSAT FOR YOU!
I just don't understand MS rationale for this.
But thank you all for your input.
