Offline Installation of VS2015 Pro Missing Preparation.exe (and others)

I downloaded VS2015 professional using the /layout switch (multiple times) and put onto an external HDD. Copying the data from the HDD to the standalone (no internet connection available) computer and started the vs_professional.exe to begin the installation. The Configuring feed... takes a bit, but eventually I select the components for C++ development, SQL Server and Click Once Installer in addition to the default configuration. Once the "installation" begins, I get error messages saying "missing or corrupted installation packages. Locate the missing packages." Traversing through the installation directory shows the "missing" packages are there, but it never finds them. I skip the installation of Preparation.exe and I get another error for a different package. I get errors for

- Preparation.exe

- Windows6.1-KB2999226-x64.msu

I have downloaded the ISO image and tried multiple times using the /layout switch (~16GB of files) and every time, the installation fails.

Any ideas on what I am doing wrong? The last download date, for everything, was May 16 with the same results.

Ok, it appears that I figured it out, I am not sure which of the two things actually resolved the issue, but:

- Log in as the LOCAL administrator instead of the Network Administrator (I am fairly sure this is the actual solution, but not confirmed)

- Copy off the media onto the local HDD and installed from there

I guess I jumped the question gun!

Ok, this was not the solution...VS does not launch outside of the local administrator and external tools will not install to Visual Studio (namely NVidia NSight monitor).  Left new feedback on Visual Studio site (https://connect.microsoft.com/VisualStudio/feedback/details/2745891/installing-from-offline-download-cannot-find-preparation-exe) in hope there may be a potential solution.

I found you already reported your issue to the Visual Studio Product Team, could you please help the engineer to collect the additional information, it will help them to research your issue.
