I have installed Visual Studio Pro 2015 on my new machine. When I try to get another product key, it says I can't have any more:
"You have claimed x of x keys". What can I do to make a functioning copy of VS?

If you are not using the installation on the first machine, remove it and use the same product key on the new machine. On the other hand, if you have installed on 5 machines and have used all 5 keys then you must purchase a new product key for the 6th machine.

Could you please tell us how you obtain this product key, do you mean that you would like to use the same VS Pro 2015 product key on different machine?
As Brian said, Visual Studio is licensed per user. You can have one installation on your laptop and another on your desktop as long as they are both used by you only (or any other user has a license). Here's Microsoft's whitepaper on licensing.
