On a system with older integrated graphics that takes too long to dim the desktop, I've naturally set the UAC settings to NOT dim the desktop.
The problem is that in certain cases the UAC dialog is shown but is not on top/focused, so without clicking on it with the mouse or Alt+Tabbing to it, I cannot press Alt+Y or Alt+N. An easy way to replicate this is to press Win+R, type regedit in the Run dialog and press Enter. The UAC dialog pops up but its taskbar button flashes because it's not the topmost window.
When the option to dim the desktop is on this bug does not manifest itself since of course no other window can get focus.
This bug BTW is ancient, and affects the new-look UAC dialog in Win10 1607 (I'm currently on 14393.222) all the way back to the old one in Win7 (and probably in Vista too but I cannot confirm). As such I don't expect it to ever be fixed because it has survived for so long, but probably since I'm a bit crazy I still report it every few years just for fun. ;) C'mon MS, surprise me this time and actually fix this!
P.S. Why is it that the button text on the new-look UAC dialog conveniently ignores my global setting to underline shortcut keys (Settings > Ease of Access > Keyboard > Enable shortcut underlines)?

I heard this issue on some of Windows 10 new build. But it haven't occurred on me.

It works fine on my lab machine, Windows 10 1067.
I suggest you perform a Clean Boot to see if it's third-party software or services conflicts:

In addition, we received some familiar feedback and this is not occurred on all Windows 10 users. We are working on fixing it. Hope it could be fixed in next release.

I really didn't remember to test it on every build of 1607, but I do know it has been an issue on 14393.222, 10586.589, Windows8/8.1 and Windows 7. While testing did you turn off desktop dimming first (i.e. set UAC to the second option from the bottom - notify me but do not dim the desktop)? Also, did you specifically test with the Win+R and regedit example I gave above?

Ok, but if you can please inform the relevant team at your end also and add to any internal bug reporting platform you have.

So you've confirmed this bug as well, because obviously even at level 2 the UAC dialog should be on top by default, and an explicit mouse-click should not be required to give it focus first before keyboard shortcuts can be used.
This issue just like the one above needs to be reported as well to the team that owns this UAC dialog.

It's by design beginning with Windows 8.1. Although the design meets the most users' needs, however it is still not perfect. Please be assured that any improvements in the product are based on users' requirements. Karen, I'm not sure I understand. Are you saying that if desktop dimming is turned off then the UAC dialog is not supposed to appear on top of other windows and be focused by default? Is this speculation on your part or confirmed by documentation or a developer? If the latter, then I'd definitely agree that the design is not perfect.
Thanks, I will provide feedback and maybe one day MS will look into improving this. Hopefully the shortcut underlining issue will be fixed sooner.

I don't think Karen is understanding your description correctly. To not give the UAC prompt focus when the desktop is set to no be dimmed doesn't sound like a conscious decision to me. It most certainly is a bug since when it happens the application from where you launched the program hangs, like Windows Explorer.
This is happening to me on almost a daily basis. Example: I launch an installer or a program that requires admin rights from Windows Explorer. The Explorer window hangs (the mouse cursor is kept as a spinning circle/wheel) and I don't see any prompt at all. If I switch windows and return to Windows Explorer then I can see the UAC prompt.
In short, what you describe should be a bug and not an intended behavior. Did you manage to give feedback on it?

Hi all!
I'm experiencing the same behaviour, it's really annoying. Haven't seen it back when I was using Windows 7 (I use same settings - UAC without dimming the screen).
Furthermore, similar thing happens to me sometimes with Task manager. When some application hangs I go the usual ctrl+alt+del and pick task manager, but the task manager doesn't come in focus. This makes killing hanged application impossible and forces me to hard reset whole PC - very annoying. I guess both problems are connected.
Any estimation when these bugs will be fixed?

I also don't think Karen is correct. I can surely attest that in all mu fresh Win10 installs UAC prompt appears on top and focused. Precisely to microsoft specifications on dialog window behavior.
So probably some additionally installed by me software is messing with it. But I haven't the time to test which one.
