Can not Enable Device Portal on Windows 10 Pro Ver 1803 (OS Build 17134.472)

I have set my computer for Developer Mode but under the setting "Enable Device Portal" when I click the slider toggle to "Turn on remote diagnostics over local area connections." the toggle slides back to the Off position instantly.

Also I'm not sure, but it seems like after trying to enable that toggle button, it causes my mouse and keyboard to stutter. (frequent momentary freezes).  Improves with reboot.

I can enable "Device discovery"

Other notes - Linux Subsystem is enabled (not sure if this would be a conflict).  No other problems installing UWP apps.

Have tried turning off and on developer mode.

Any help is appreciated.

Hello Guys,

I have found the solution to my problem.  After checking my Event Viewer and seeing event id 1009 "http service not starting" ...

In my case I was also seeing :

:\WINDOWS\system32>net start http
System error 1009 has occurred.

The configuration registry database is corrupt.

So I looked in my registry under:

Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\HTTP\Parameters\SslBindingInfo\

and the sub-key for 127.0.0.1:50443 had no values under the key.

So I deleted that "empty" key.  Then when I rebooted my machine the all the SSL Certificate settings were deleted and recreated. (as observed in my Event Viewer system logs.)

When I went back to the setting "Turn on remote diagnostics over local area connections." I found it was enabled and I was finally able to access the device portal.

So I am good to go now and hope this helps someone in the future.

We are checking this issue. As our forum is related to developing UWP apps, for how to "Enable Device Portal" problem, maybe you haven't posted on the right forum. Personally, I would prefer Windows 10 related forum instead.

Hi Jason,

I succeeded to enable device portal on my test machine. I have not encountered this problem. So I recommend you try other ways to enable Developer Mode or find the potential solutions in the article as follows:
