SharePoint 2013 This Control is Currently Disabled

I have just installed SharePoint 2013 and can edit the root Site, but if i try and edit any of the sub sites, the editing tools are greyed out and i get the "This Control is Currently Disabled" message. I have checked permissions on the site and Page, and i have Full Control. What am i missing here?

Hi ChiefUK,

Please check if the site collection is locked. You can check it via Central Administration->Application Management->Configure quotas and locks, make sure you have selected "Not locked", and check if you have set a quotas for this collection.

In addition, check if you can edit pages in other site collections on the same web application.

I am trying to edit a page, add web parts etc. But everything is greyed out and I get the "This Control is Currently Disabled" when I hover over an icon.

Are you a Site Owner / Full Control user of the subsite?

You will need at least Contribute permissions on the Site Pages (for a Team Site) or Pages (for Publishing sites) library.

I am the site collection administrator/Farm Admin and yes I have FC on the site too.
