I am using Outlook 2013 client and have had a signature for a long time. We are now using a platform provider for our signatures, which requires me not to delete my local signature. I have deleted it through the Outlook client but it seems to come back. I then delete the signature in the file system AppData\Roaming and it keeps coming back. I have also deleted my Outlook profile and re-created it and it still comes back. How do I get rid of this?

It comes back at what point exactly?
Monitor the Signatures folder to determine which action leads to the files being recreated.
The files could for instance be created by a logon script or add-in. Your domain administrator may be able to help you with this as he/she knows what is being deployed and which policies have been set.
