I setup a Windows 10 1803 computer for a customer, which has an HDMI connection to his big screen monitor.
He called me to say that his screen gets brighter when he hovers the cursor over an icon on his taskbar. I have changed the following settings and they have not had any effect on this problem:
Color > Night light
Color > Transparency effects
Taskbar > Autohide
Taskbar > Peek
Focus Assist
Different themes
This did not happen when he was using his old computer, which was Windows 7.
Any ideas?

I shall suggest you to update the graphic card driver.
Visit the support site of manufacturer to download and install the latest driver compatible with the graphic card.

Hi,
Check and update hardware driver, including video driver is recommended:
- Open Device Manager - Display adapters – right click the adapter name and select Update driver.
- Or, you can manually download it from manufacturer’s website, make sure that the driver version is compatible with current OS version.

If problem persists, open Run, type Winver and end with Enter to check current OS build number, compare the number with below link, make sure that your system is fully patched with Windows Update/Hotfix, it would be helpful for resolving some known issues and improving the performance:

The latest video driver is installed but there is still a problem.

Hi,
Please try to re-start system in Safe Mode (display driver will be disabled during this mode), then confirm that if problem happens again.
