Welcome to the MSDN forum.
I guess you were installing Visual Studio 2010. As MVP have put it, vstor40_x64.exe is a tool: Visual Studio Tools for Office Runtime Redistributable. To install this component, you are required to install .NET Framework 4 or .NET Framework 3.5 first. For more information, please refer to this page: http://msdn.microsoft.com/en-us/library/ms178739.aspx
You can download .NET Framework 3.5 Full from: http://download.microsoft.com/download/6/0/f/60fc5854-3cb8-4892-b6db-bd4f42510f28/dotnetfx35.exe
You can download .NET Framework 4 from: http://www.microsoft.com/download/en/details.aspx?id=17718

are you using a web-installer?
if yes, try to use a standalone installer.
your issue is probably due to a bad internet connection

What, exactly, are you trying to install (link to download, please)?
The link you provided (OK here, BTW) is for vstor40_x64.exe, a tools for Office component.
Also, please provide your Windows version and SP level.
If you are trying to install either Visual Studio or a .NET Framework, you can share the complete install logs as follows:
Collect your install logs with this:
After you run Collect.exe, you'll find vslogs.cab in your %temp% directory. Please upload vslogs.cab to a public site, like SkyDrive, and post the link here.
