I'm fairly certain there was a registry edit that allowed for the ALT + F4 function to be turned off. I would be very thankful for any help.

HKEY_CURRENT_USER\Software\Microsoft\Windows\Policies\Explorer
- location i found it at
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
- Registry Editor
- Now go to NEW –> Dwood Value.
- Name this value as “NoClose“ and give Value Data 1
- now reboot your pc ,next time cant shutdown your pc
