Does Microsoft Test Manager 2017 come with Visual Studio Professional 2017? or does it only come with Visual Studio Enterprise 2017?

Welcome to the MSDN forum.
The MTM 2017 not includes in VS professional 2017, please check this.
To get MTM 2017, we can install Visual Studio Enterprise or Visual Studio Test Professional . For more detail information, please have a look at this doc.
