Hello,
I have C and D drive. D is a data disk.
When windows install updates create many MSI***.tmp on disk D. I have not modified folder permissions on C:\Windows\temp or any system folder.
The system variables are by default:
TEMP and TMP > C:\Windows\TEMP
Windir > C:\Windows
Everything is with default configuration.

Hello,
Try to login by built-in Administrator account, and run .msi again, clean the MSI.temp folders in Administrator account.
Also refer to this case for a hint:
Lot of MSI###.tmp folders created in c drive root folder
