Hi there -
You can export your IAS or NPS server configuration to a file by using the netsh export command, and then import the configuration to the new server using the netsh import command.
IAS and NPS servers do not replicate to each other like WINS servers do.
For more information, see the netsh command reference topic "Netsh Commands for Network Policy Server in Windows Server 2008" at http://technet.microsoft.com/en-us/library/cc754428(v=ws.10).aspx

Hi,
Thank you for the post.
You may also use NPS configured as a RADIUS proxy to load balance connection requests between multiple NPS servers or other RADIUS servers. For more information, please see: http://technet.microsoft.com/en-us/library/dd197433(WS.10).aspx

Jim, I apologize for providing an ISA reference, which was erroneous due to my looking up the wrong search term. I must not have used Bing! It has been removed. My response below still stands.

IAS is not cluster-aware, nor meant for NLB. In assition to Jim's response, you may want to take a look at the folowing solution.
Another possible option is to create two or more RADIUS clients (RRAS) and point them to one IAS RADIUS server. This way all RRAS servers will send authentication information to the one IAS server.
