Hello,
Since upgrading from Windows 10 1909 to 2004 we have had issues with One Drive Business sync.
Upon logging in, One Drive performs its looking/processing changes cycle as normal, however, after this cycle has completed any online only files cannot be accessed and new local files cannot be uploaded.
Trying to open online files results in a timed-out download and returns the error: 0x800701AA.
This occurs with versions 20.064.0329.0008 and 20.084.0426.0007.
Steps taken to resolve:
- Roll back Windows from 2004 to 1909
- Unlink OneDrive (this step fails to unlink and OneDrive and File Explorer freeze)
- Uninstall and reinstall OneDrive
So far, none of the above has helped. The work around has been to restart windows after saving a new file which forces it to synchronize, and repeat after every save

Hi Spartan,
For OneDrive( OneDrive for Business) sync issue, we can troubleshoot it according to the official articles: Fix OneDrive for Business sync problems and Fix OneDrive sync problems(you can try some methods in it as well, such as disabling Proxy/Firewall temporarily). According to the error message: "Error 0x800701AA: The Cloud operation was not completed before the time-out period expired", it's necessary to check network settings.
Generally, the Support and Recovery Assistant app can help you identify and fix several issues with OneDrive for work or school sync. Read how to use the Office 365 Support and Recovery Assistant.
Considering that OneDrive client can come with Microsoft 365 (formerly Office 365), you can try to reinstall Office to have a check.
If you couldn't fix the issue yourselves and still need help, you can contact email the OneDrive support team. To contact OneDrive for Business support from your PC or Mac, select the OneDrive icon in the notification area or menu bar, then select More > Send feedback > I don't like something.

Thank you, I have done the steps posted in t recovery assist and the sync issues posts above. I am no longer getting the error. However, when accessing a file that is 'on demand' it is triggering a BSOD with error RESOURSE_NOT_OWNED.
The computer has rebooted from a bugcheck. The bugcheck was: 0x000000e3 (0xffff800f104bb2f0, 0xffff800f192dd080, 0x0000000000000000, 0x0000000000000002). A dump was saved in: C:\WINDOWS\MEMORY.DMP. Report Id: 107123a6-b8ba-4530-a31f-4d98362cbecc.
After the error, OnDrive stops allowing the access of any online file, or upload and requires an uninstall and reinstall to access files.
I'll send the issue to the OnDrive support team as advised in your post
