In the new Visual Studio 2017. When I click on a folder in the Solution Explorer and choose Add -> New Class I am presented with a blank menu w/ nothing selected. I am forced to take the extra steps of going through the menu on the left and working my way into the ASP.NET Core menu in order to select "class".

What's your VS 2017 version? Refer to your description, In my VS community/enterprise 2017 and I tried to create a new ASP.NET Core Web Application (.NET Core)--Web Application, right click one folder under Solution Explorer and choose Add-Class... and got the following screenshot:
If you go to Project-Add class..., do you still get the same issue with no class option or any options to choose in the above windows? It is better to share your windows in here to help us to analysis your issue.
Does this issue is only happens to the specific project type or any projects? If this issue only occurs for .NET core projects, please re-run the VS installer and Modify it to check the installation components and make sure the .NET Core and other associated components already checked. If they are all checked, you can try to repair the VS 2017 through click the icon besides 'Modify', 'Launch' to choose 'Repair'.
