We use Windows 10 and I am trying to prevent Edge from accessing the Internet. We have a strict security policy and only use virtualized PCs for accessing the Internet. I don't mind Edge being on the PC - I just don't want it seeing the outside world.
I have tried using the Control Panel / System and Security / Allow an app through Windows Firewall and de-selecting Edge but rather worryingly it can still see the Internet. This makes me wonder how reliable this feature is.
I have also tried to changing the file associations so that it is not used for Internet protocols but the application doesn't allow me to un-check any of the 'Protocols' boxes.

Well normally I think blocking internet access would be done at the network level. So the machines can access the internet, but you do not want the browsers too?
I needed to block C:\Windows\SystemApps\Microsoft.MicrosoftEdge_8wekyb3d8bbwe\MicrosoftEdgeCP.exe to stop Edge accessing the internet using the Windows firewall. So try two rules to block the main Edge exe and the CP one.

Nigel -
A few things come to mind, you can GPO a deadaddress proxy server.....administratively remove edge.......ACL http/https on the office switch.....find a better security policy......not use windows 10 in a production environment.
