Shutdown - Someone else is still using this PC

My brother shuts down his computer every night. Last night when he went to do this he got a pop up message telling him that Someone else is using this PC. If you shut down now, they could lose unsaved work. It gives one button to press - called Shutdown anyway.

His is the only user account on the PC. He has admin rights and logs in using a PIN tied to his Microsoft account.

He is running Windows 10 Home edition 1803 with all latest patches.

Can anyone suggest what might be going on in the background that could cause this popup? 

Based on the time he said he tried to shutdown there is a possibility that a very small text file (that is owned by me and is part of my OneDrive and is shared with him and also shows up on his OneDrive) was being updated/synchronized but that would take a matter of a second or two. 

Is it possible that based on the status of OneDrive at the time he tried to shutdown he could get this popup message?

Open Settings > Accounts > Sign-in options

Scroll down to Privacy.

Turn Off the Use my sign in info to automatically finish setting up my device after an update or restart option.

OK - thanks for that suggestion. But can you explain what is going on? That setting has always been ON so why all of a sudden would it cause the behaviour described above?

Hi Mike,

Not sure if your brother have enabled build-in administrator and logon this accout before. As the issue might be caused by a secound user account session, we could check through Task Manager\Users to check if any other user account persists.

Thank you for the follow up Joy.

There is definitely only one user account on my brother's PC and it has been that way since it was first set up. Checking with Task Manager\Users confirms that.

I looked through the Security Event Log on his system and shortly before his system was shutdown there was a "Special Logon" event for Windows Manager\DWM-17. 

I had him apply the Account Sign-In setting suggested both by S.Sengupta and also referenced in the article in the link you posted.

We will monitor and see if the issue recurs
