I need to be able to periodically run DHCP (dhcpmgmt.msc). Prior to reimaging my machine, I did not have 'run as different user," even when I researched a registry modification and created a new registry entry that was supposed to enable the run as different user. I reimaged my machine and now I have it, but when I hold down the shift key and right click on run as different user, nothing happens. I am able to successfully run DHCP as a different user (the only way it will properly work) on a different machine.

Hi Charlie,
Is it available to run other desktop application as different user? Or try to login Windows with another user account and check again.
What's your OS build? We could check it with command line "winver".
Please try to run command line "sfc /scannow" to fix corrupted system files.
I noticed you tried to modify registry key, would you provide the detail key?
Please open registry and go to HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows\Explorer, change ShowRunAsDifferentUserInStart to "1" to enable run as different user.
After that, reboot computer to check the result.
If the issue persists, I recommend to download process monitor tool, then monitor your action process when you try to run as a different user.

The registry key specified above did not exist, so I made a new registry entry. I did a search for this option not recommended, and the information I found indicated that the registry key above should be in Local_Machine. This conflicts with the above which indicates it should be in Current_User. After reimaging the machine, the run as different user suddenly became available as an option but it doesn't do anything.
The issue is happening in Windows 10 version 1607. It has to be a machine issue since I can login to another computer and get the run as different user to work properly, but the question remains though, what machine issue is it that is causing this to not work?
Edit: Ran sfc and it supposedly fixed the system files.

Thank you for your feedback.
The upper registry key located in current user which only apply on the logon user, and the key located in the current machine which will apply to all users in this PC.
Would you provide the answers of my questions to narrow down the issue?

I have come to find out that the 'run as different user' option was purposely removed from my organizations standard imaging due to potential security concerns. Those in my organization who have not recently reimaged their machines still have this option available to them.

Have you tried after pin the dhcpmgmt.msc to taskbar
