Hi cmleslie,
I cannot reproduce your issue in my environment, please follow the things below to troubleshoot:
1. Whether all the Word documents in the library have this issue? Whether it happened in other libraries?
Try to save the document in the local drive and delete it, reupload it to the library, check if the issue exists.
2. In the IE->Tools->Internet Options->Security tab->add the SharePoint site to Trusted site.
3. Try to click F12->Emulation->select IE 10 for document mode.
Best regards,
Grace Wang

Hello Grace,
This is an interesting issue for sure. as for your questions/suggestions,
1) Its all word documents in the Library and only the one Library. We are looking into the Library settings but other users done have this issue.
1.5) As mentioned it is all word documents in the library, and they are collaborated on frequently. Also since it is only a single user having the issue this does not look like it will fix anything. That said I will be bringing this suggestion before the SharePoint admins to see if they wish to try it.
2) Trusted sites are already set
3) I believe this was tried and no change. I will give it another go however when I have access to the users system.
Thanks for your suggestions so far. Will update as soon as I have more information.

Hi cmleslie,
Do you mean only a user has this issue?
If that’s the case, check if the user has this issue when he use other computers.
And whether the permission of this user on this library? You can go to library settings->Permission for this document library->Check permission to get more information.
Best regards,
Grace Wang

Hi Grace:
Update here.
I think a lot of us users out here, experience this problem. We throw up our hands in frustratiion, and migrate to Google Docs as a solution.
This morning, I was able to edit the same DOC in MS Word. And, I originally created it in the first place. But now, I just get that "cannot download" error. There's no way out. Meanwhile, I've lost the ability to make meaningful edits that are not available via Word Online.
VERY FRUSTRATING. I'm sure many, many people see the same problem.
Grace. I created a composite image of the 4 screens that Microsoft presents users. In the sequence that rejects me from the document that I created. Your system here, will not let me upload the image file for you. Please provide an email address so I can send you a picture of what is happening. It is an endless loop. Once you see the image, you will also be very alarmed.

Try .
1. Clearing the Internet Cache
2. Go to the Office Upload center and delete the cache and set the days to 5 for future .
