I have a lot of mobile laptops that are not in a domain. I need to assign them a proxy that cannot be changed by a standard users. How do I setup the proxy so that it can only be changed by the administrator on the computer and it affects all users?
We are using Windows 10 Pro.

Hi,
Since your laptops are not in a domain, you may need to let your IT team achieve configurations by themselves.
For set proxy for all users in one machine, please configure “Make proxy settings per-machine (rather than per user) policy” as Enable
Also, configure “Present changing proxy settings” as enable.
These two GPOs are located in Computer Configuration\Administrative Templates\Windows Components\Internet Explorer, for more information please check this Microsoft link below.

One point needs to be noticed, we should complete proxy settings in advance, then enable these two GPO, after enabling, we will see this condition.
