SharePoint User is Member of multiple groups.

Hi SharePoint experts,

Without any background detail, my basic question is this:  If a SharePoint user is a member of both the "Owners - Full Control" group and the "Visitors - Read" group, will they be able to manage user permissions on their SharePoint site?

The SharePoint 2010 permission matrix is like a pyramid. If the user is part of both the owners and visitors, he will acquire the highest level permission of the two groups. In this specific use, the user will have Full Control and he'll be to mange user permissions on their SharePoint site
