As I remember, I was able to upload PNG file directly to somewhere a year ago, when I was still learning building Visual Studio application. I am new to Visual Studio, and have not used Visual Studio for a long time, could not find where to update project icon (favicon).
Yes, I do remember uploading PNG file directly, not converting to ICO file first. I guess Visual Studio converting the image to icon on its own.

Edit: By the way, I am not asking for ico conversion site(there are a lot of such websites), my question is stated as above.

Btw, I think MS Paint on Win10 can open and save .ICO file. It just don't display .ICO as a supported format on the save dialog. (In fact, you can see VS2017 open it with mspaint.exe when you double click a .ico file in the project)
Also note that most of the web browsers supports using .PNG file directly as favicon already. Just remember to update the meta tag of your page.

Currently you can either use .ICO/.PNG/.GIF file as favicon. For Edge/Firefox/Opera you may also use .SVG file.
EDIT: Reading on the web found this is sort of funny situation.
1) MS Paint can create and save .ICO files directly, but cannot handle transparent background.
2) Paint 3D can save .ICO image with transparent background, but cannot create .ICO file from sketch. You can only use it to modify an existing .ICO file.
Looks like you have to mix and match these tools to create an icon. But as I've said above, you don't need .ICO file for favicons.
