We are experiencing some behavior in a site's recycle bin that seems odd to me. On this list (I have not tested others), only the person who deleted the list item can see it. I can't even see such items and I am an administrator. I can however see them in the Site Collection recycle bin. Is this normal behavior for a recycle bin - that only the person who deleted the item can see it and thus restore it?

Hi,
Did you access Site Contents > Recycle Bin? In this path, you can view the deleted files/items by yourself.
In Site Settings > Recycle Bin, there’re two views.
The first view “End user Recycle Bin items” is first-stage Recycle Bin, you can view all deleted items if you’re site collection administrator. The deleted items will be remained for a set number of days or until user deletes it manually.
The second view “Deleted from end user Recycle Bin” is second-stage Recycle Bin, you can view items which are deleted from first-stage Recycle Bin.

there are 2 recycle bins.
- end user recyclebin. The first-stage Recycle Bin is located at the site level and is available to users who have Contribute, Design, or Full Control permissions on a site. The users can only see the items in that bin that they deleted. But Site collection administrator also see the items in that bin
- 2nd stage or site collection administrator bin, only available for the site coll admins.

Thank you. How would I go about troubleshooting the fact that I, as the site collection administrator, cannot see items in the end-user recycle bin (except the test ones I have deleted)?

you can create a test site / document library. inherit the permission then ask other users to delete the files after that you can check it.
or create a test site collection and test it there
