My understanding is that when you encrypt a file or folder using EFS and then go into the properties of the file or folder and select advanced you should see the EFS recovery certificates defined in your GPO under the section 'Recovery certificates for this file as defined by recovery policy.'. This section does not contain any certs. What could the issue be related to ?

That is the thing all of these steps have already been done. The GPO has been in place for some time but the data recovery agent certificate is not showing when I encrypt the file.
Are you sure that the GPO is being applied? Run gpresult /h report.html from an administrative command prompt to verify.

first you have to designate an account as data recovery agent and request a certificate for that account. Afterwards you can add the certificate into the GPO.
