[SOLVED ] Failed Application Installs During TS: Policy Evaluation failed, hr=0x87d00267

I'm relatively new to SCCM so please be kind!

I've run into another snag with deploying OS (Windows 7 x64) and Apps using SCCM 2012 CU3: Everything works fine right up until the application installs during the TS where I receive error 87D00267.

Here's a snippet from that section in smsts.log:

The only other errors in smsts.log are about 54 of these sprinkled throughout:

(__hrMethodRetVal == ((HRESULT)0L)) || (bFailIfMissing == false), HRESULT=80070002 (e:\NTS_SCCM_RELEASE\sms\common\inc\ccmxml.h,582)

I have zero insight into all the 'HRESULT=80070002 ' errors, but I've seen them in other SCCM 2012 posts so I hope they're nothing to worry about.

The 8027000C errors seem to be related NAP, which we're not using, so I'm not too concerned here.

The 87d00267 application installation error is the crux of the issue, likely by a deeper problem. However, if I skip the application installations altogether, the TS completes successfully.

What's been done so far, as well as some info about the environment/setup:

    • SCCM 2012 with CU3 applied - its an all in one server with all roles except for: Asset Intelligence, Endpoint Protection, both Enrollment points, Fallback status*, OOB Service, State migration and System Health Validator
      • *Although, it probably should be the Fallback status point, but one thing at a time!
    • AD Schema was extended & verified successful
    • System Management container was created, the server granted full access, and is populated
    • Boundary Groups defined based on IP ranges
    • For the Boundary Group these machine fall under: I checked 'Use this boundary group for site assignemnt', selected the site (just the one) and added the site system server (just the one)
      • Discovery Methods Enabled: All but Network Discovery. Since the Boundaries were created via SCCM, I presume they should be correct. We are using a few catch-all subnets, a perfectly acceptable and recommended configuration by Microsoft (http://technet.microsoft.com/en-us/magazine/2009.06.subnets.aspx) so I don't think that's causing a problem.
      • Having said all that, I'm still very much open to some guidance on how to better validate the Boundaries/Boundary Groups are setup properly, because from where I'm standing, it looks correct.
    • Site properties > Ports tab > Client Requests HTTP (TCP) 80, 443, Client Notification (TCP) 10123 and Wake On Lan (UDP) - checked
    • Site properties > Publishing Tab > Correct Domain suffix checked
    • Site properties > Client Computer Communication > HTTPS or HTTP selected, 'Use PKI client certificate (client authentication capability) when available' NOT checked, 'Clients check the certificate revocation list (CRL) for site systems' is checked
      • We don't have any certificates setup/issued for SCCM
    • Active Directory Forests > Domain Suffix > General Tab > Publishing Status is 'Succeeded', 'Discover Sites and subnets in the Active Directory forest' is checked
    • Active Directory Forests > Domain Suffix > Publishing Tab > Site is checked (just the one), 'Specify a domain or server' is NOT checked
    • SCCM Server is not in a DMZ or in some other special setup
    • All applications have been distributed
    • Refreshed contents of all applications for good measure
    • Deploying Windows 7 Enterprise x64
    • The 'Installation Properties' for 'Setup Windows and Configuration Manager': SMSMP=%AP_OSDManagementPoint% SMSCACHESIZE=10240; Even added DNSSUFFIX=f.q.d.n with no change
      • For what its worth, '%AP_OSDManagementPoint%' is a Task Sequence Envronment Variable (vs a regular Environment Variable, which its not) set via a VBScript at the very beginning of the TS. I've set it to the FQDN just in case it wasn't reading it properly but it still fails.
    • Applying hotfix 2522623 to address an issue; this installs successfully
    • Machines join the domain successfully
    • In almost all cases, the computer object already exists in AD in some other OU
  • Machines are moved into a 'staging' OU with no linked GPO's and 'Block Inheritance' enabled

  • After the TS fails, I can login, launch Software Center & successfully install applications

  • I've sprinkled pauses and reboots throughout just in case to no avail.

  • Whenever I can pull up a 'rescue' cmd window (via F8), I ping/nslookup both 'sccmserver' and 'sccmserver.fqdn' and it replies/resolves every time.

I reviewed a number of log files for hints at what might be wrong, but I'm still scratching my head here:

I did see that post which ended up linking to another post that I believe contributed to the solution.

I realized I was still using the stock/canned SCCM Agent package so I created a new one with my customizations (SMSMP, DNSSUFFIX & SMSCACHESIZE).
Then I added a few hotfixes to my base image, namely 2775511 which includes several fixes, as well as 2522623.

I think, for the time being, I'm all set!
