Followed link to https://www.microsoft.com/en-us/download/details.aspx?id=45520 to download the RSAT tools for the final release of Windows 10. It appears to install OK but when i look in the Windows Features to turn it on or off the Remote Server Administration Tools option does not show in there.
When i look in installed Windows updates the update does not show in there as being installed. I am running a fully licensed version of Windows 10 Enterprise in English so the RSAT install should work. but it's not!

In your 'View your update history' does 'English (United States) Language Pack - Windows 10 for x64-based Systems - (KB3079343) [en-US_LP]' show as successfully installed?
In thread Remote Server Administration Tools (RSAT) the poster did not get the option to install the US language pack due to getting updates via a WSUS server. Do you get updates via MS or a local server?

No real English, however I do have the English US language pack installed as per the requirements on the download page

I'm running into the same issue (es_ES with the language pack installed on a win10ent just installed)

To me the System requirements do not make it clear you need to download the language pack after adding the language.
So does your Region & language screen show Language pack available? (I have click on English (United States) to expand it to show the options)
If it shows Language pack available click English (United States) then Options then under Download language pack click Download. That took some time for me and afters the RSAT installer took a lot longer to run and asked for reboot afterwards and the tools work for me with the English (United States) Language pack installed.

In MY case, I have no message like 'language pack available' so I assume it's already downloaded (see this image):
Even with this pack installed, i'm unable to install update KB2693643 and rsat. I tried setting the english language pack as default but the issue continues.

I've seen reference in other posts such as this to try installing the RSAT tools using DISM.

For anyone Reading this thread:
I removed the language pack en-us, and add it again.
After *that*, I was able to install RSAT.
